Nijo Castle price change 2027
Kyoto City plans to charge ¥2,000 for the Grounds + Ninomaru Palace ticket to anyone who doesn't live in Kyoto City, and ¥1,000 to residents, from fiscal 2027. It's a resident price, not a foreigner price. Until it starts, everyone pays ¥1,300.
What's happening
Kyoto City plans to introduce two prices at Nijo Castle. Kyoto residents would pay less than today; everyone else would pay more. The plan is not final yet.
Today vs. the proposal
| Grounds + Ninomaru Palace | Today | Proposed |
|---|---|---|
| Kyoto City residents | ¥1,300 | ¥1,000 |
| Everyone else | ¥1,300 | ¥2,000 |
Who pays the higher price?
Anyone who doesn't live in Kyoto City. This is a resident price, not a foreigner price: Japanese visitors from Tokyo or Osaka would pay ¥2,000 too.
According to the reports, about 2.07 million people visited Nijo Castle in fiscal 2025, and a survey in autumn 2025 found that only about 2% of them were Kyoto City residents. The city also plans separate fares on its buses: ¥200 for residents and ¥360 for everyone else.
When does it start?
The city plans to submit the change to the city assembly in November 2026 and aims to start in fiscal 2027, which begins in April 2027. Until then, the price is ¥1,300 for everyone.
